ILO Centenary Declaration for the Future of Work, 2019

The world of work is experiencing transformative change, driven by technological innovations, demographic shifts, climate change and globalization. In response to these challenges and to mark 100 years since the ILO’s founding, a Centenary Declaration for the Future of Work was adopted in 2019 at the 108th session of the International Labour Conference .

Έκθεση για την εφαρμογή από τα κράτη μέλη της οδηγίας 2003/88/ΕΚ σχετικά με ορισμένα στοιχεία της οργάνωσης του χρόνου εργασίας

I.Εισαγωγή

Η παρούσα έκθεση εξετάζει την εφαρμογή εκ μέρους των κρατών μελών της οδηγίας 2003/88/ΕΚ (στο εξής: «οδηγία» ή «οδηγία για τον χρόνο εργασίας»), όπως προβλέπεται στο άρθρο 24 της εν λόγω οδηγίας. Επικαιροποιεί την προηγούμενη έκθεση που δημοσιεύτηκε το 2017 1 . H παρούσα έκθεση συνοδεύεται από έγγραφο εργασίας των υπηρεσιών της Επιτροπής, όπου η Επιτροπή εκθέτει με περισσότερες λεπτομέρειες τα αποτελέσματα της εξέτασής της 2 .

Η παρούσα έκθεση δεν παρέχει εξαντλητικό απολογισμό όλων των εθνικών μέτρων εφαρμογής ούτε προδικάζει τη θέση που ενδέχεται να λάβει η Επιτροπή σε μελλοντικές νομικές διαδικασίες.

Η Επιτροπή επικαιροποίησε επίσης την ερμηνευτική ανακοίνωση 3 που συνοψίζει την εφαρμοστέα νομολογία του Δικαστηρίου της Ευρωπαϊκής Ένωσης (στο εξής: «Δικαστήριο» ή «ΔΕΕ»). Στόχος της παρούσας ανακοίνωσης είναι να προσφέρει νομική σαφήνεια και ασφάλεια δικαίου στα κράτη μέλη και σε άλλα ενδιαφερόμενα μέρη κατά την εφαρμογή της οδηγίας για τον χρόνο εργασίας...

Η Νομική Σχολή του Πανεπιστημίου Λευκωσίας και η Ελληνική Εταιρεία Δικαίου Εργασίας και Κοινωνικής Ασφαλίσεως (ΕΔΕΚΑ) διοργάνωσαν επίκαιρη ημερίδα με θέμα την εναρμόνιση του ευρωπαϊκού εργατικού δικαίου στην κυπριακή και την ελλαδική Έννομη Τάξη. Η ημερίδα πραγματοποιήθηκε στις εγκαταστάσεις του Πανεπιστημίου Λευκωσίας, την Παρασκευή 17 Μαρτίου 2023.

Global Wage Report 2022-23: The impact of inflation and COVID-19 on wages and purchasing power

This ILO flagship report examines the evolution of real wages, giving a unique picture of wage trends globally and by region.

The 2022-23 edition also includes evidence on how wages have evolved through the COVID-19 crisis as well as how the current inflationary context is biting into real wage growth in most regions in the world. The report shows that for the first time in the twenty-first century real wage growth has fallen to negative values while, at the same time, the gap between real productivity growth and real wage growth continues to widen.

The report analysis the evolution of the real total wage bill from 2019 to 2022 to show how its different components – employment, nominal wages and inflation – have changed during the COVID-19 crisis and, more recently, during the cost-of-living crisis. The decomposition of the total wage bill, and its evolution, is shown for all wage employees and distinguishes between women and men.

The report also looks at changes in wage inequality and the gender pay gap to reveal how COVID-19 may have contributed to increasing income inequality in different regions of the world. Together, the empirical evidence in the report becomes the backbone of a policy discussion that could play a key role in a human-centred recovery from the different ongoing crises.

The rise in telework: Impact on working conditions and regulations

This report presents Eurofound’s research on telework during the COVID-19 pandemic in 2020 and 2021. It explores changes in the incidence of telework, working conditions experienced by employees working from home and changes to regulations addressing issues related to this working arrangement. The findings reveal a rapid escalation of telework triggered by the pandemic: in 2021, 2 out of 10 European employees were teleworking – a figure that most likely would not have been reached before 2027 had the pandemic not occurred. The health crisis unleashed the social and technological potential for flexibility in terms of working time and place. The impacts of telework on working conditions were initially difficult to determine because it was difficult to disentangle them from pandemic-induced factors, such as lockdowns and school closures. However, both the positive impacts, such as the contribution of telework to improving work–life balance, and the negative impacts, such as reduced social interaction and an increase in overtime worked, have become more evident. The rise in telework and an awareness of its implications for working conditions have prompted a renewed focus on regulatory frameworks, with new telework regulations passed in several EU Member States.

Cross-border telework in the EU: fab or fad?

Before COVID-19, the incidence of structural telework in the European Union was flat, at around 3% of all employees. In 2020, the rate jumped to 11% because of social-distancing measures. This shock is expected to have lingering effects as workers now demand more flexible working conditions, including the possibility to telework. This change is also taking place on the labour demand side, with employers increasingly advertising remote work possibilities.

This guide is part of the ILO’s effort to strengthen institutions for the prevention and resolution of labour disputes. It provides advice on the steps to be taken to either revitalize an existing system, or establish an independent institution, ensuring that they operate efficiently and provide effective dispute resolution services.
